Issues

I am running to be YOUR representative in Congress - to restore the American Dream for all our citizens. This great nation is not at the edge of an abyss, as extremists would have you believe. We are, however, at a crossroads. Do we continue down this road, or choose a NEW DIRECTION - to rebuild this great nation? This decision must be based on reason and faith, not on fear, hate and ignorance.

** By their fruits you shall know them ** It is obvious by his record, that our Congressman, Duncan D. Hunter, has ignored THE PEOPLE of District 50 and decided to represent corporate donors and the extremist agenda of the far right. Fortunately, this is still America. What follows is a brief summary of my views on the issues. I ask all Independents, Republicans and Democrats to consider their validity, and only then, make that critical decision.

Issues For Women (And Those Who Care About Them)

This election is not so much about who you vote for, it's more about what you are voting for. When you vote you are saying "Yes" to the record, positions and political philosophy of that man.

This election is extremely important for women. It is not the function of Congressmen to control how women must live. This is not about so-called "social issues." It's about real life, whether a woman can make decisions about her own health-care. It's about whether working women will be treated fairly in our economy. It's about whether older women who are not wealthy can survive without Social Security and Medicare.

What follows is what you are voting for when you choose who you vote for.

In this congressional race, my opponent, Congressman Duncan Hunter II, has voted for the Blunt Amendment, which would allow employers to determine what type of health insurance coverage an employee may receive based on the employers religious beliefs or sense of "morals." David Secor says "NO." No woman should be at the mercy of the boss's personal "feelings" determining her healthcare insurance coverage.

Congressman Hunter II voted against equal pay for women, the Lily Ledbetter Act. This is important to you, your daughters, and your granddaughters. David Secor supports equal pay for equal work.

David Secor supports access to birth control. Access to birth control is vital to women. 98% of women use it. It prevents millions of unintended pregnancies every year. And that prevents abortions, a primary goal of the "pro-life" movement. Family planning is a critical economic issue. Due to the ACA, women now have access to prescription birth control without any co-pay. That's good for them and good for taxpayers. Congressman Hunter II opposes it.

30% of elderly women live on Social Security alone. Congressman Duncan Hunter would end Social Security. Working women of any age know they MUST have Social Security in place when they are eligible. This is not negotiable. David Secor will not allow changes in benefits, period. We can make adjustments without changing benefits that will keep Social Security for you, your children and your grandchildren. The scare tactics used by the opposition are simply NOT TRUE.

David Secor says we must keep Medicare! Medicare coverage is absolutely necessary for older Americans. Congressman Hunter opposes keeping Medicare. Real working people know they would have to go uninsured, or spend nearly all their income to buy healthcare insurance, if Duncan Hunter's plan (with a $6,000 voucher) were ever in place.

The National Family Planning Program provides free cancer screenings to 5 million women every year. The other side has said they would end that program "on Day One!" David Secor knows the program must remain. It's much more cost-effective to find and treat cancer early than to discover them too late to treat. David Secor lost his dear father at 55 to a cancer detected too late. Secor himself, had a cancer detected by early screening which could have killed him. He believes, in memory of his father, that all Americans should have free cancer screening. It saves lives. It saves taxpayers billions!

Congressman Duncan Hunter II voted against the Violence Against Women Act.
The amount of domestic violence directed against women by spouses and boyfriends today is shocking. Much goes unreported out of fear or shame. Women, parents concerned for their daughters, grandparents, all know that economic pressures, drugs, alcohol, male adolescent attitudes of control or jealousy can put any woman in danger. David Secor supports the VAWA!

Duncan Hunter sponsored HR 374, the "Life at Conception Act." The bill was co-sponsored by Todd "Legitimate Rape" Akin. The bill says at the moment of fertilization there is "personhood," instantly assigning all the same Constitutional rights under the 14th Amendment the woman or girl has! HR374 would also ban in vitro fertilization used by many couples unable to conceive. Many thousands of couples need this option.
If enacted, HR374 would also ban many forms of birth contol, and surely lead to unwanted pregnancies and the abortions that often result.
It simply goes too far! Even most "pro-life" people want exceptions for rape, incest, ectopic pregnancies, etc. This may be Mr. Hunter's personal moral view, his personal religious belief. He should live by his morals. But NO CONGRESSMAN, not Duncan Hunter, David Secor or any other should try to make his personal morality into federal law. That's not freedom. That's not justice.

Due to re-districting, 300,000+ people in the Temecula area south through the Fallbrook and Escondido/San Marcos regions, conservative Republican Brian Bilbray will no longer be your congressman. If you so choose, extremist Duncan Hunter II will be. He is not his father. He is not Bilbray.

Duncan Hunter II has not and will not represent the people in our district. Hunter's only interests are emptying our Treasury to Pentagon contractors, and trying to make his religious beliefs into federal law. He's done nothing for jobs, is central to the current gridlock in Congress, and ignores the voters in his district. He believes that because he has the "Duncan Hunter" name which he wears like a license plate, he is invincible.
The 32-year Hunter Dynasty - 28 years by Hunter I, 4 years by Hunter II, must end now. Do the right thing for you and your family. Vote David Secor for Congress.

Congressman Duncan Hunter: Corporations Are People, But Women Are Not

Jobs

The Congress has done less than nothing for the unemployed, the underemployed, or working men and women, 43% of whom are worried about possibly losing their jobs. It's not surprising that the approval rate for Congress is at 6% (that's not a typo). National unemployment is over 9%, in California it's over 12%, and among our returning combat veterans over 30%. 1/3 of Americans born to the middle class have slipped into poverty. Among 16-29 year-olds, unemployment is at its highest level since World War II. 24% of the children in this great land are living in poverty. They will be the first generation to be raised in poverty since the Great Depression. We must move in a NEW DIRECTION - to rebuild America's infrastructure. Each $1 billion invested in infrastructure creates 25,000 jobs!

Housing

The economy simply CANNOT recover until we address the housing crisis. Even with the 30-year rate at 4% or less, those of us whose mortgages are underwater cannot refinance. They can't qualify for a loan. We must put in place a mechanism for those who are making payments to be able to re-fi, or forgive some part of the principle so that their payments aren't pushing them to default and bankruptcy. If we do nothing, it will mean many more years of an economy with barely a pulse. It's that important!!!

Economy

Our "Do Nothing" Congress brought us to the brink of economic disaster b y its refusal to compromise on the debt ceiling.  Our Congressman was the worst!  After Republicans and Democrats finally did reach a compromise at the last second, Mr. Hunter and the extremists in Congress still voted, "No!" He has no understanding of the consequences of his actions

Social Security

Social Security can and must be preserved - not only for today's seniors, but also their children and grandchildren. David agrees with Ronald Reagan who, in signing Social Security reforms in 1983, said, "Today we reaffirm Franklin Delano Roosevelt's commitment that Social Security must always provide a secure and stable base, so that older Americans may live in dignity." David will not settle for less. Period.

Medicare

Like Social Security, Medicare can and must be preserved.  Mr. Hunter, with his vote for the Ryan Budget, voted to killMedicare. He wants it replaced by a voucher program, in which you would receive $6-8,000 to buy your own health insurance on the open market.  Ask anyone who is 65, how much private insurance costs today, and you will see this idea is ridiculous.    Mr. Hunter has no understanding of the needs of the elderly.

Taxes

The economy will not recover with spending cuts alone. We must have revenue. Taxes are already at their lowest levels in 50 years. Although the corporate tax rate is 35%, the effective tax rate (what they actually pay) is only 13%!! And 38% of corporations pay NO TAXES AT ALL. Even the majority of Republicans favor raising taxes on the wealthiest 2% of Americans if it means putting people back to work. Mr Hunter has signed a pledge to a man named Grover Norquist to NEVER raise taxes for any reason! That pledge is more important to him than his pledge to the Constitution. The entire tax code must be overhauled to eliminate corporate giveaways.

Public Education

When I was young, we had the best public education system in the world. Today that's very far from true. We must return to that position. It's really a matter of national security. All of our children need the best we can deliver. Mr. Hunter and his allies are attempting to destroy public education by defunding schools and demonizing teachers. Their ultimate goal is to replace it with charter schools so that their operators can get access to taxpayer dollars. While there are some great charter schools, they are not a "magic bullet." I will post statistics on my website that will surprise. Teacher unions, the choking bureaucracy in our schools, and lack of elective classes must also be addressed.

Foreign Trade Agreements

We must renegotiate, enforce, or end unfair trade agreements. While well-intended, NAFTA alone has cost the U.S. 900,000 jobs. We went from a trade surplus with Mexico in 1993 of $1.6 billion to a deficit of $97.2 billion. The pending agreement with Columbia ignores the fact that in the last 25 years 2,850 labor organizers have been murdered there, with 10,000 more kidnapped, tortured or disappeared. China adds 25% tariff to our goods coming to China - we add only a 2.5% tariff on their goods! There is nothing free or fair about these agreements.

Too Big to Fail

Giant financial institutions must not be allowed to gamble with our money!  The oversight installed since the 2008 meltdown is totally insufficient.  These giants are back to doing the same thing that nearly destroyed our economy!  The Glass-Steagall safeguards that were put in place after the Great Depression, and worked well for 50 years, must be reinstated.  Anything less is a joke.  If they want to take insane risks, they must do it with their own money.   WE WILL NOT BAIL THEM OUT!

Wildfires

Fire concerns must be addressed in full.  Protection costs money, but lack of protection costs much, much more.  As a Crest resident, I have seen that first hand.  Powerlink, wind turbines, inadequate forestry rules, insufficiency of firefighters and equipment all increase our risk of devastating wildfires, putting us all at risk.  Protecting our district from wildfires must be treated as a top priority

Federal Deficit

Our massive debt cannot be addressed by cuts alone. If the President's modest jobs plan is blocked by the House, then we should let the Bush Tax Cuts expire on December 31st. Since the wealthiest received 90% of the benefits, they will then get 90% of the pain. That's as it should be.

Energy

Energy Independence is a National security issue.  Moving to a green economy means both jobs and a healthier environment.  Instability in the Middle East makes us vulnerable.  Even if ALL the oil reserves in Alaska were opened up, they would produce only enough oil for 6 months of U.S consumption.  Moreover, most Americans believe that the oil would come here.  IT WOULD NOT!  That oil, like all oil, would be for sale on the world market!  We must embrace wholeheartedly the many dedicated individuals, groups and companies who are working tirelessly to make our district a center for development of alternative energy.  It is the future.

Iraq and Afghanistan

Iraq and Afghanistan Our initial invasion in Afghanistan was the right thing to do. It was very successful. We had Osama bin Laden cornered in the Tora Bora region. Our special forces repeatedly requested reinforcements to close the deal and Donald Rumsfeld, the Secretary of Defense, said, "No." Bin Laden escaped. We then ignored Afghanistan and invaded Iraq. It's been a horror show ever since.

I am opposed to leaving American troops on the ground in either Iraq or Afghanistan. Our sophisticated technology, and an improved use of human intelligence assets are all that is needed to protect America's vital interests. We should have learned from Vietnam. What was similar? A phony excuse to invade (Gulf of Tonkin). Prop up a supposedly "democratic" regime that was totally corrupt. The native population either would not or could not support their government. The enemy was indigenous - it was their country.

The vast majority of the native population did not want U.S troops in their country. Vast amounts of American blood and treasure were spent over many years with great damage to ALL involved, with less than satisfactory results.

We can not determine the future of either Iraq or Afghanistan. Our troops have been magnificent. They, and we, are extremely proud of their courage and determination to complete the mission. But they must now be brought home. It's not the troops, but our government, that should be held accountable. As a proud veteran of Vietnam who did his duty, I have nothing but love and respect for my brothers in uniform today.
